63a598deb0 libstdc++: #ifdef out #pragma GCC system_header 
In r15-3714-gd3a7302ec5985a I added -Wsystem-headers to the libstdc++ build
flags to help catch problems in the library.  This patch takes a different
approach, of disabling the #pragma system_header unless _GLIBCXX_SYSHDR is
defined.  As a result, the testsuites will treat them as non-system-headers
to get better warning coverage during regression testing of both gcc and
libstdc++, not just when building the library.

My rationale for the #ifdef instead of just removing the #pragma is the
three G++ tests that want to test libstdc++ system header behavior, so we
need a way to select it.

This doesn't affect installed libraries, as they get their
system-header status from the lookup path.  But testsuite_flags
--build-includes gives -I directives rather than -isystem.

This patch doesn't change the headers in config/ because I'm not compiling
with most of them, so won't see any warnings that need fixing.  Adjusting
them could happen later, or we can not bother.

d3a7302ec5 libstdc++: add #pragma diagnostic 
The use of #pragma GCC system_header in libstdc++ has led to bugs going
undetected for a while due to the silencing of compiler warnings that would
have revealed them promptly, and also interferes with warnings about
problematic template instantiations induced by user code.

But removing it, or even compiling with -Wsystem-header, is also problematic
due to warnings about deliberate uses of extensions.

So this patch adds #pragma GCC diagnostic as needed to suppress these
warnings.

The change to acinclude.m4 changes -Wabi to warn only in comparison to ABI
19, to avoid lots of warnings that we now mangle concept requirements, which
are in any case still experimental.  I checked for any other changes against
ABI v15, and found only the <format> lambda mangling, which we can ignore.

This also enables -Wsystem-headers while building the library, so we see any
warnings not silenced by these #pragmas.

23ef0f68ad libstdc++: Fix data race in std::basic_ios::fill() [PR77704] 
The lazy caching in std::basic_ios::fill() updates a mutable member
without synchronization, which can cause a data race if two threads both
call fill() on the same stream object when _M_fill_init is false.

To avoid this we can just cache the _M_fill member and set _M_fill_init
early in std::basic_ios::init, instead of doing it lazily. As explained
by the comment in init, there's a good reason for doing it lazily. When
char_type is neither char nor wchar_t, the locale might not have a
std::ctype<char_type> facet, so getting the fill character would throw
an exception. The current lazy init allows using unformatted I/O with
such a stream, because the fill character is never needed and so it
doesn't matter if the locale doesn't have a ctype<char_type> facet. We
can maintain this property by only setting the fill character in
std::basic_ios::init if the ctype facet is present at that time. If
fill() is called later and the fill character wasn't set by init, we can
get it from the stream's current locale at the point when fill() is
called (and not try to cache it without synchronization). If the stream
hasn't been imbued with a locale that includes the facet when we need
the fill() character, then throw bad_cast at that point.

This causes a change in behaviour for the following program:

  std::ostringstream out;
  out.imbue(loc);
  auto fill = out.fill();

Previously the fill character would have been set when fill() is called,
and so would have used the new locale. This commit changes it so that
the fill character is set on construction and isn't affected by the new
locale being imbued later. This new behaviour seems to be what the
standard requires, and matches MSVC.

The new 27_io/basic_ios/fill/char/fill.cc test verifies that it's still
possible to use a std::basic_ios without the ctype<char_type> facet
being present at construction.

b3ac43a3c0 libstdc++: Avoid redundant checks in std::use_facet [PR103755] 
We do not need to do bounds checks or a runtime dynamic_cast when using
std::has_facet and std::use_facet to access the default facets that are
guaranteed to be present in every std::locale object. We can just index
straight into the array and use a static_cast for the conversion.

This patch adds a new std::__try_use_facet function that is like
std::use_facet but returns a pointer, so can be used to implement both
std::has_facet and std::use_facet. We can then do the necessary
metaprogramming to skip the redundant checks in std::__try_use_facet.

To avoid having to export (or hide) instantiations of the new function
from libstdc++.so the instantiations are given hidden visibility. This
allows them to be used in the library, but user code will instantiate it
again using the definition in the header. That would happen anyway,
because there are no explicit instantiation declarations for any of
std::has_facet, std::use_facet, or the new std::__try_use_facet.

LWG 581 changed ostream::flush() to an unformatted output function for
C++11, but it was never implemented in libstdc++.
