The submdspan feature is complete and this commit sets the feature testing macros accordingly. Also makes the feature testing macro submdspan depend on constant_wrapper. Also changes the value of the internal feature testing macro for padded layouts to 202403. libstdc++-v3/ChangeLog: * include/bits/version.def (padded_layouts): Set to 202403.
