This adds checks for _GLIBCXX_HOSTED to a number of headers which are
not currently installed for freestanding, but need to be for P1642R11
support. For example, <iterator> needs to be installed for C++23
freestanding mode, but without stream iterators and streambuf iterators.
Similarly, <memory> needs to be installed, but without std::allocator
and std::shared_ptr. This change disables the non-freestanding parts of
those headers.

There are a lot of things in the C++ standard library which were
deprecated in C++11, and more in C++17. Some of them were removed after
deprecation and are no longer present in the standard at all. We have
not removed these from libstdc++ because keeping them as non-standard
extensions is conforming, and avoids gratuitously breaking user code,
and in some cases we need to keep using them to avoid ABI changes. But
we should at least give a warning for using them. That has not been done
previously because of the library's own uses of them (e.g. the
std::iterator class template used as a base class).
This adds deprecated attributes to the relevant components, and then
goes through the whole library to add diagnostic pragmas where needed to
suppress warnings about our internal uses of them. The tests are updated
to either expect the additional warnings, or to suppress them where we
aren't interested in them.

Back in 2017 I removed these prehistoric members (which were deprecated
since C++98) for C++17 mode. But I didn't add deprecated attributes to
most of them, so users didn't get any warning they would be going away.
Apparently some poor souls do actually use some of these names, and so
now that GCC 11 defaults to -std=gnu++17 some code has stopped
compiling.
This adds deprecated attributes to them, so that C++98/03/11/14 code
will get a warning if it uses them. I'll also backport this to the
release branches so that users can find out about the deprecation before
they start using C++17.
In order to give deprecated warnings even in C++98 mode this patch makes
_GLIBCXX_DEPRECATED work even for C++98, adds _GLIBCXX11_DEPRECATED for
the old meaning of _GLIBCXX_DEPRECATED, and adds new macros such as
_GLIBCXX_DEPRECATED_SUGGEST for suggesting alternatives to deprecated
features.

In libstdc++ the deprecated char* streams are non-copyable, as was
required pre-C++11.
Since C++11 the standard implies that those streams should be copyable,
but doesn't specify the effects of copying them. This is surely a
defect, so for consistency with other implementations this change makes
them movable, but not copyable.
